vessels. But what, if any, reply has
been received from the Russians about the
"Sergei Laso"? If none, and again
ssubject to avoidance of risk of prejudicing
the main issue, perhaps you would consider
suggesting to the Embassy that an answer
might be asked for. (You will note that
this charge on account of the "Sergei Laso"
is included in MacDougall's letter of the
25th May, though the period to which it
relates is there not made clear. It looks
as though Hong Kong intend to include
the amount of this charge in deducting
their expenses if the "Svirstroi" and
"Simferopol" are sold, so we ought to
find out now what view the Soviet
Government take about it).
5. The Soviet claim to compensation from
Office on the British War Risks Insurance/is not,
I think, a matter with which the Colonial
Office is concerned. It does not seem
however that this issue need affect the
steps proposed in paragraphs 3 and 4 above
and I hope that Haigh, to whom I am sending
a copy of this letter, will see no
objection to your now taking action on
those lines. As was done in the case of
your instructions to the Embassy on the
28th July 1947, perhaps, if you see no
objection, you would let me have a copy
of the instructions which will now be sent
